PayPal transaction disputes and account limitations

I've bought a pair of jeans from Pearlgo (Pierrebuy.com) using my credit card via PayPal. It has been quite a few days since I've ordered the product but I haven't received them also the tracking ID provided by the company doesn't work. PayPal has made it next to impossible for users to file a dispute with the resolution center. Is there any way to get my money back?
