What is PayPal Cash?

The email I got today from PayPal was about a new policy update due to the consumer protection regulations they are required to follow. They said that if you want your balance held then you will have to create this "cash" account which is an additional layer of security for consumers who might not know how and when these protections apply. It seems like there's no real benefit here, just one more step in doing business with them!

This policy only applies to users who will be holding a PayPal balance, meaning they'll be adding money to their PayPal account before making purchases, or they'll be receiving payments from others that would fund their PayPal balance. Otherwise, it doesn't really affect other users as much.
