You can't add funds to Paypal from Reloadit, as Reloadit only adds funds to prepaid cards.

When you're buying something and your bank is low on funds, Paypal tends to put your account into negative and then try again later to pay what you were trying to buy. If the payment fails again, Paypal will try your backup card, if it was linked.

If you don't have a confirmed card linked to your Paypal, it may be the reason you're getting this message. If you do have a confirmed card and you're still seeing this message, then contact the customer care service of Paypal.
